Guam’s Public School System Fails Procurement Audit – Millions of Dollars Affected

 

Guam’s beleaguered public school system took another hit from recent audit findings delivered from the Guam Office of the Public Auditor.  Millions of dollars in purchases were managed through poor or inefficient procurement practices.  Most were related to air conditioning and construction products.

Guam is an unincorporated United States Territory with a local government mirrored in many ways after a state government.  In practice, Guam comes under the jurisdiction of the Federal Government.

The OPA concluded that without significant improvements in internal control over procurement, “GPSS cannot be relied upon to effectively and efficiently process procurement of construction and air-conditioning for the schools,” the report stated. The Public Auditor recommends that the General Services Agency have oversight, occasional monitoring and review, and assist in providing training to GPSS Procurement staff. ( kuam.com)
